ALBANIA MEMBERSHIP OF NATO!

Apropos,
hereby a particular pronounce Mr. Kastriot Frashëri,
Director General of Albanian Institute of National
Affairs, pointed that “The entrance of Albania in
NATO is a great historic occurrence which serves
like a sign of the end of a long and difficult way
to line up with the West values. This entrance signs
not just the end of the long and hard way of a place
with a painful history for surviving during the
darkness and slavery of Turkish Empire, to through
away the 50 years old isolation of the Communist
regiment, but in the same time it signs the result
of our efforts to consolidate a democratic state and
to give to Albania an European spirit. This signs
the end of our age –long war for freedom and
national safety.

With
NATO membership, Albania is making a positive step
forward; because through him, our country will not
only have a higher safety in the home, but will
strongly affect regional stability. For this act, we
must express a special gratitude to the Government
of the United States, United Kingdom, Germany,
Canada, France, Switzerland, Austria, Spain and
other EU countries, which enabled the concretization
of these efforts.

Strasbourg, Tuesday, 07 April 2009
In Strasbourg, France and Kehl, Germany continues to
maintain the historic summit, which marked the 60th
anniversary of the existence of the Alliance, but
also Albania and Croatia's accession to NATO. At
09:43, the sound of the Albanian national anthem, in
the presence of all the ambassadors of NATO
Secretary General Jaap de Hoop Scheffer, two
military raised the Albanian flag, symbol of the
Albanian state indicating that 27 countries joined
NATO, 60 years after its formation. In his speech,
Mr. Jaap de Hoop Scheffer described the integration
of Albania and Croatia as very important and
stressed that "Albania is now safe country." While
Prime Minister Sali Berisha thanked Mr. Scheffer for
the great support given to winding up the membership
of Albania into NATO and described the event as the
largest event after the declaration of Albanian
independence.

Leaders of 28 countries, members of the
North-Atlantic Alliance will meet today and tomorrow
in Strasbourg and Kel, to keep the next summit of
NATO. On April 3, 2009, a high-level delegation left
for Albania to participate in this event. The
delegation consisted of President of the Republic
Bamir Topi, Prime Minister Sali Berisha, Assembly
Speaker Jozefina Topalli, Mr. Gazmend Oketa, Defense
Minister, Mr. Lulezim Basha, Minister of Foreign
Affairs, etc. On the morning of April 4th,
presidents and prime ministers of member countries
was launched from German soil, accompanied by German
Chancellor Angela Merkel, to be expected in the
bridge linking Germany and France by France
President, Nicolas Sarkozy, an agenda that it
symbolizes peace in Europe between the two
countries. Also, at this summit, today is also
formalizing the return of France to the highest
decision-making bodies of the Atlantic Alliance.
Albania member of NATO: documents submitted to the
State Department- USA

Albania
and Croatia today became the 27th and 28th states of
the NATO alliance. The documents were handed final
membership in the morning by the U.S. State
Department two countries' ambassadors in Washington.
At 9:48 the morning of today, Albania and Croatia
became new members of the organization's most
powerful military in the world. With today's
ceremony at the State Department takes up a process
that began in Albania in 1992, when she first
applied for membership. Ambassador of Albania, Mr.
Alexander Sallabanda and Ambassador of Croatia, Ms.
Kolinda Grabar-Kitarovic, handed the instruments of
membership of the American Undersecretary of State,
Mr. James Stainberg, thus fulfilling the obligations
of this process formally.

Yesterday
in the ambience of National Historic Museum in
Tirana, Albanian Institute of National Affairs, in
collaboration with Cultural Association “Kolonja” in
the National Celebrity of Albania promoted the book
called “Kristo Luarasi, jeta dhe vepra” of the
author Prof. Dr. Uran Asllani.
This activity started
with the execution of the Albanian national hymn.
After Prof. Dr. Hysen Xhaja, Chancellor of INA opens
this activity. There were present over 250 persons
invited from all the fields, members of parliament,
politician, official of public institutions,
journalists, academics, writers, artists, members of
civilian society, etc.
In his
speech Mr. Kastriot Frasheri, Director General
of INA, pointed that: “Is not by chance that today
in the 97th anniversary of independence, and the
foundation of Albanian State, we get together in
memorial of Kristo Luarasi, one of the most famous
people of the National Renaissance. Albanian
Institute of National Affairs, since his foundation,
has been working and continues to work to make more
evident, promote and protect the values and our
national heritable, for which we all can testify how
some of the medias, peoples and all them who trample
down those values.
Along
he expressed that: During the life of a great
people, is always one moment when everyone pulls
through the borders of the prosaically moments and
enters in the gates of the history. The special
features of a born character to serve to his nation
with all his soul power, we can find that evidently
in Kristo Luarasi. As a redactor and author of the
introduction of this book, pointed that: “Is
expressed clearly in this monograph that Kristos had
a very strong desire to work and contribute for his
country that for a couple of centuries has been
invaded, subdued, and covered with blood in the
darkness and slavery of Turkish Empire. In the same
time he was the editor of some of most important
newspapers of that time, and author of some scripts.
Kristo Luarasi is one of the founders of writing
media in Albanian language.
After,
politician and different personalities of the public
life as Prof. Dr. Aleks Luarasi with his speech
“Reveal of the patriot Kristo Luarasi”. Prof. Dr.
Stefan Naumov, ex-ambassador of Bulgaria in Albania
expressed that “publishes of this publishing house
are spread all over the world. He showed that his
and the association “Dëshira” activity was a direct
politic activity and the conditions where the
Albanian Colony lived and developed were some of the
best conditions, this thanks to the support of the
government and the king which shows clearly the
early collaboration between Albania and Bulgaria. In
his speech Prof. Dr. Emil Lafe (Academy of Science
of Albania) added that: “With the promotion of this
book we honor all them who made the Albania. Kristo
Luarasi with his work was on the top of the Albanian
writing media…The saints of the Albanian country we
should remember them every year”. Mr. Bajram Lapi,
Head of the Association “Kolonja” added: “To
support and promote Kristo Luarasi this famous
renaissance is a big favors and pleasure for the
association and Kolonja”. In the end, took the
speech Prof. Dr. Uran Asllani, author of this
monograph, who pointed that the tradition is what
creates the identity and the development of a
nation. Along he evidenced all the hard work of
Kristo Luarasi and his relations with now day’s
elite national society.
Among
this the people who were present valuated with
maximal points the book, the marvelous work of the
authors and the Institute in the direction of
promotion of values, culture and Albanian heritage
It is a book that must not be absent in our
libraries. All those words created strong emotions
and demonstrated very well the impact of this book
in Albanian society.
This
make us to feel sorry, that national activities that
express a positive messages and illuminist values
for the society and public interest, are not
transmitted in our televisions and writing media.

LEZHË: Dr. NAIM SHTYLLA HONORED WITH THE HIGH TITLE:
“MERITORIOUS CITIZEN OF LEZHA DISTRICT”
(Lezha, 20 March 2009)
Yesterday,
at the premises of Lezha District Council, was held
the ceremony of awarding the title "Meritorious
Citizen of Lezha District, Mr. Naim Shtylla, doctor
surgeon who served in Lezha for 34 years. Equipped
with a broad intellectual culture and humanism, he
became a model example of the citizen and tireless
social activist. In the title ceremony, than his
colleagues, and participated members of the
Committee of War Veterans Lezha, Association of "Vakëfeve’’,
and many personalities from various fields of Lezha
city and beyond. Among the applause comes the
ceremony of opening was held by the Mr. Shtjefën
Paçuku, Secretary of District Council, who once
thanked the participants, spoke about the work of
the Evaluation Commission of the Figures took
unanimously the decision to grant the title Doctor
Naim Shtylla. Further, Mr. Viktor Gjikolaj, among
other noted that Mr. Shtylla is the first white
shirt that is honored with the honor title from the
Country Council. Deputy Chairman of District
Council, and Chairman of the Evaluation Commission
of the figures, Mr. Gjovalin Gjeloshi, as evaluated
the contribution of particular prominent surgeon,
doctor delivered by hand, the Honorary Title.
The
ceremony continued with the greetings of numerous
evaluations by colleagues and other dignitaries
attended the event. “In a time where we hear the
shackles placed on corrupt doctors - said Mr.
Kastriot Frashëri, Director of the Albanian
Institute of National Affairs - here in Lezha given
honors to doctors who resemble Heroes plotter in
their profession. This poses a challenge to time”.
Further provided their assessments Mr. Lutfi Topçiu,
Dr. Shyqyri Haxhia, Mr. Rexhep Vladi, Mr. Ndue
Dragusha, Prof. Pandi Stratobërdha, Mr. Kastriot
Shtylla, Dr. Sc. Agron Meto, Ing. Napoleon Shtylla,
Astrit Moriseni and Shezai Abazi.
Lezha and its people know how to appreciate the
honest people, know how to respect those who work
with dedication, thanks to their professional skills
and humanism that characterizes. That's why the
Lezha honored Mr. Naim Shtylla, doctor who came with
clean white shirt and also left the city with
honors, recognition and respect, while maintaining
white, bright and clean this mess with his image of
modest and proud.

FRASHËRI VISIT SWISS AGENCY FOR DEVELOPMENT AND
COOPERATION-SDC IN FEDERAL DEPARTMENT OF FOREIGN
AFFAIRS (FDFA)

From
the 26th of the February to 2nd of the March, Mr.
Kastriot Frasheri, General Director of Albanian
Institute of National Affairs, had a visit in Swiss
Confederation. During the stay there, Mr. Frasheri
had the chance to take part in official meetings
with representatives of different institutions of
the country.
Mr. Kastriot Frasheri, was
welcomed, in an official meeting in Swiss Agency for
Development and Cooperation in Federal Department of
Foreign Affairs (FDFA), from Mrs. Nathalie Barbancho,
Programme Manager Albania in Western Balkans
Division.
In the start of the meeting,
Mr. Frasheri, thanked Mrs. Barbancho, in the name of
the Institute, for the help and the big financial
assistance that this Agency had given for Albania
Development. After this, Mrs. Barbancho, made a
short resume of this collaborations fields, sectors,
and the priorities of the Swiss collaboration, she
pointed the strategy for three years, 2006-2009.
This assistance is focused on the fields like:
democracy and decentralization, developing of the
private sector, basic infrastructure and social
services etc. In his speech, Mr. Frasheri, after
making evident the work of the Albanian Government
in the war with the corruption, the big opportunity
to be part of NATO in a few months, and the
application in EU, he pointed that this is the time,
for the help and assistance in Albania to be focused
more on the important developing projects, which are
no more part of the transition faze.
After, director Frasheri, make
known to Mrs. Barbanchos, the role and the situation
of the institutions of the civil society in Albania,
pointing that a part of those organizations,
especially the ones who take care about the social
problems, are more presents in public life than
search and politic institutions, this for the reason
of the priorities in the treating with financial
funds. He especially pointed that in Albania exist a
clan, called “Intellectual Mafia of Tirana”, which
controls the delivery of the funds and projects. Mr.
Frasheri asked to the Swiss Agency for Development
and Collaboration, to contribute, for making
stronger the real institutions of the civil society
in Albania. Those Institutions for the fact that
selective politics exist there, do not have any
financial opportunity and a way to survive, he asked
to work for the progressing and integration of our
country in Europe. The meeting was hold in a warm
and friendly atmosphere.
SWITZERLAND: THE DIRECTOR OF INA VISIT THE
ALBANIAN EMBASSY IN BERN

Today,
Mr. Frasheri, Director of Albanian Institute of
National Affairs (INA), visited the Albanian Embassy
in Bern, where he met H. E. Mr. Mehmet Elezi,
Ambassador. In this meeting they talked about the
importance of making stronger the relations between
the Swiss and Albania. Mr. Frasheri thanked from his
part Mr. Elezi, for the role and contributes in this
relation, pointing the importance of the economic
relation with Swiss.
After Mr. Frasheri didn’t
forget to thank him for his contribute in Albanian
Culture, and wish him more success in his work. The
meeting was hold in a warm and friendly atmosphere.
SWITZERLAND: THE DIRECTOR OF INA MEET Mr. ROLF
ALTHER, PRESIDENT OF THE AGENCY FOR THE ECONOMY
EXCHANGE SWITZERLAND-ALBANIA

Mr.
Kastriot Frasheri, General Director of Albanian
Institute of National Affairs, had a confidential
meeting with Mr. Rolf Alther, President of the
Agency for the Economy Exchange Switzerland-Albania.
In the meeting they discussed about how to make
stronger the economic relations between our two
countries, and about the realization of a forum, for
developing the economic relations with Switzerland.
The aim of this economic forum will be the
argumentum of the reasons of why is necessary a long
lasting or short lasting engagement of Swiss
Investors in Albania, not only from the economic
view, but in the aspect of the political
developments. Albania – was inferred in this
meeting, is for the investors a very interesting
place for making business. Albania owns a lot of
natural recourses, which are not used and are left
in the hand of the destiny, since the system
changed. Albania together with Macedonia Montenegro
and Kosovo create a market with more than 9 million
habitants. The Swiss habitants, who live in Albania,
see the life there, especially in the cities, nice
and comfortable. After Mr. Alther, make known to Mr.
Frasheri the mission of the Albanian –Swiss Society,
which wants to help to make stronger the economic
and cultural collaboration, and wants to be a
benchmark between politics, economics, and investors
in our places.
The Switzerland investors
offer big chances to be part successfully in a new
market which is growing and favor us geographically.
In the end both of them shared the same opinion that
is time for Albania to separate from the east market
and the Arabian Investors. Arabs had financed the
building without permission of the mosques, social
buildings etc, But how we told before Albania is
part of the Europe, not of the Arabia.
The West and Swiss politic
and economy, has to reflect their responsibility,
and show to the Albanian people a perspective of a
future with Western values. From his part Mr.
Frasheri make sure to Mr. Alther that he is going to
contribute for the realization with success of this
economic forum, for making stronger the relations
between our places.
Mr. Alther thanked for the
role that the Institute is giving for having strong
relations with the Swiss.
SWITZERLAND:
DIRECTOR OF INA, VISIT THE NEWSPAPER “Bota Sot”
(Zurich,

During
his stay there Mr. Frasheri, Director of Albanian
Institute of National Affairs (INA), visited the
newspaper “Bota Sot” (The World Today), where he met
the staff of this magazine, which now is published
in Kosovo too, with the sacrifices and work of this
staff and community in Swiss, for keeping alive and
deliver the Albanian public information, to serve
better to the Albanian community in Diaspora. After,
the staff make known to Mr. Frasheri with the work
of this magazine and their problems.
TIRANA: LETTER TO THE VOICE OF AMERIKA-VOA FOR
INTELECTUAL MAFIA OF TIRANA

Time
for Debates!
Albanian Institute of National
Affairs, time before and now, has rise up the voice
for the strong reason of fighting without compromise
to defend the values, democratic rules and the truth
which is used to be violated each day more from a
group of gangster’s of nonprofit organizations (NGO)
at supper paid and call themselves “Civil Society”
that for their private interest, joke with reality
and development perspectives of Albania. We are
happy today, because we had make know to the most of
Albanians that those nonprofit organizations founded
and financed, active now days, directed and
management by segments or persons with power, or
which has to do with the power. These organizations
in Albania (now well-known), which are linked and
supported from the organizational and financial by
circuit mafia, intellectual mafia of Tirana, the
corruption and traffic as conclusion, if any of by
the organizations try to stay far from this circuit
has difficulties and no way to survive. One of this
which has to be in front of this group of mafia is
Albanian Institute of National Affairs, which has to
do every day with this part of the hydra, piracy,
poorness, media censure, jealousy and the missing of
the transparency.
The Civil Society is not a
degree, order or nomenclature which given, like is
happening usually in this place, but is a merited
intellectual and professional contribute in
community.
For those reasons Mr. Kastriot
Frasheri, Director General of INA, affected from
this unacceptable phenomenon for a democratic state
and society, channel this Public Letter to the
“Voice of America”.

TIRANA: BELGRADE DELEGATION OF CCMR VISITED THE
INSTITUTE
(Tirana, on 18 September 2008)
Albanian
Institute of National Affairs was visited today by a
delegation of members of Center for Civil-Military
Relations (CCRM), Beograd. The Director Mr. Frashëri,
welcomed the delegated and expressed the
appreciation and help that CCRM had given in
security field for better recognition of region
issues and helping for the democracy consolidation
in Serbia.
Mrs. Sonja Stojanoviç, CCMR
Director, after giving a short resume of the mission
and main activities of the subject that she
represents, highlighted that the reason of the
delegation visit in Tirana is part of South-East
Europe studies and to discuss about integration
process, security level reforms, security studies
level etc. She emphasized that this meeting was the
second after the meeting with Albanian Ministry of
Defense.
Mr.
Hasan Shkëmbi, Member of Institute, presented the
reforms that Albania obtained for reforms in
security institutions, which include police
department, military, secret service to precede
organized crime flight, corruptions, traffics and
terrorists flight, and for these reasons Albania had
help and support of Euro-Atlantic partners. He
emphasized that after the approval of the new law
“For the State Police”, Albanian police department
has represented high standards of policemen,
organization and direction, which enhanced the
performance of this institution. Now, Albanian
government is using a long term strategy for 2007 –
2013 to improve the partnership between policeman-
citizen, crime reduction, and flight against human
traffics, drugs, and children security, anti- social
behavior deviation and police infrastructure
improvement.
Later on, in this meeting, Mr.
Hysen Xhaja, Chancellor of Institute, after an
evaluation for discussed issues, said that
independence of Albanian institutions suffer from
the independence lack from politics controls. While,
Mrs. Zorana Atanasovic and Mrs. Jelena Rodoman,
Members of Centre presented the
Belgrade School of Security Studies (BSSS)
activity, as part of CCMR and emphasized that our
processes aim the reformation of all region to
euro-atlantics integration for reformation of
intelligent services, police reforms, military etc.
After Mr. Kastriot Frashëri, General Director of
INA, highlighted that Albanian Secret Service, today
perform a professional activity with contemporaneous
parameters, acting in an efficacy structure and
advanced legal framework.
During
these meeting, Mrs. Sonja Stojanovic, Director of
Centre declare with convenience that this meeting,
will serve not only for the recognition of homologue
institutions in region countries but also people
awareness for integration process, free movement in
Balkans, also the writing of a memorandum for
regional collaboration empathy.
In the end of this meeting,
they promised for further collaboration in the
future.
